This Azorius control deck wins by milling opponents out, using Bruvac the Grandiloquent as a hidden commander to double every mill. Heliod, the Radiant Dawn provides early recursion for enchantments and flips into Heliod, the Warped Eclipse to give flash and cost reduction based on opponents' draws, letting you hold up interaction and fire mills at instant speed. The primary one-shot is Bruvac plus a half-library effect like kicked Maddening Cacophony, Traumatize, Fleet Swallower or Terisian Mindbreaker. Secondary pressure comes from incremental mills such as Psychic Corrosion with heavy draw, The Mindskinner converting damage to mill, Ruin Crab and Mesmeric Orb. Jin-Gitaxias engines and Narset control the draw game while Propaganda effects buy time.
