Deck overview

Kilo, Apogee Mind is a Jeskai artifact/proliferate combo deck. The primary plan is to attach Paradise Mantle and an untap aura (Freed from the Real or Pemmin's Aura) to Kilo, then tap and untap him repeatedly so each tap triggers proliferate. This generates arbitrarily many proliferate triggers in one turn, which can win through Darksteel Reactor, Prologue to Phyresis plus poison, or a huge Walking Ballista fueled by charge-mana artifacts. Backup routes use Magistrate's Scepter to chain extra turns, planeswalker ultimates, and hasty combat. Tekuthal, Inquiry Dominus functions as a hidden amplifier, doubling every proliferate trigger, and greatly speeds up the win.
