This Mardu list is a 'speed-matters' aggro deck. Tsagan, Raider Warlord leads a swarm of first-strike and double-strike creatures; his attack trigger converts keyword density into a team pump, while Start your engines pushes toward max-speed rewards such as deathtouch and mass first strike. Early chip damage from Gastal Thrillseeker, Hazoret, or Tsagan quickly raises speed. Secondary plans are the Delina/Kiki-Jiki/Village Bell-Ringer infinite-token line and extra-combat spells like Full Throttle and All-Out Assault.
