This deck is a focused Hakbal of the Surging Soul Merfolk tribal strategy that leverages the explore mechanic to simultaneously grow its board presence and hit land drops. The primary game plan is to deploy a critical mass of Merfolk, use Hakbal's combat trigger to explore en masse, and overwhelm opponents through a dense lord package that grants islandwalk, flying, and +1/+1 counters.
