This deck is an Orzhov lifegain combo-control strategy commanded by Niv-Mizzet, Ghost Counsel. The primary game plan deploys early artifact ramp to cast the six-mana commander by Turn 5. Once on the battlefield, Niv-Mizzet, Ghost Counsel converts every point of lifegain into raw card draw by paying an equal amount of life. On Turn 6, resolving high-volume lifegain spells such as Beacon of Immortality, Presence of the Wise, or Congregate draws dozens of cards.
