Deck overview

Bard, King of Dale is the engine: he doubles every non-draw-step draw and every token creation, so the deck is built around that doubled draw/token face, not around a double-faced commander. The primary plan is to set up cheap second-draw token payoffs, cast Bard, then turn every later draw into a doubled wave of tokens, multiplying further with Mondrak and Ojer Taq. Finishers are Moonshader Cavalry, Akroma's Will, or a Full-Party Champions from Beyond attack. Secondary paths use the same draw stream for Psychosis Crawler and Laboratory Maniac as natural draw outs, plus the Smothering Tithe/Gleaming Splendor treasure engine. Bard's role is both draw multiplier and token doubler; no true hidden commander exists in the 99.
