This mono-blue deck is helmed by Tekuthal, Inquiry Dominus, a commander that turns every "proliferate" into double proliferation. The game plan is to generate massive amounts of charge counters through a dense artifact engine - cheap charge counter producers like Energy Chamber, Coretapper, and Contagion Clasp; proliferate spells such as Tezzerets Gambit and Steady Progress; and permanent-based proliferators like Flux Channeler and Inexorable Tide. The ultimate victory conditions are a game-winning Darksteel Reactor with 20+ counters or an infinite Turns loop via Magistrate's Scepter fed by continuous charge counters.
