Deck overview

This is an Izzet noncreature-spellslinger burn deck helmed by Vivi Ornitier. Every instant, sorcery, and noncreature permanent grows Vivi, pings each opponent for 1, and fuels Vivi's once-per-turn mana ability equal to its power. The 99 backs that engine with damage multipliers (Ghyrson Starn, Kelermorph, Ojer Axonil, Deepest Might, Fiery Emancipation, Guttersnipe), a dense counter suite, proliferate extra-turn lines (Teferi, Master of Time, Ichormoon Gauntlet), and graveyard spell recursion (Past in Flames, Mizzix's Mastery). Primary wins are table-wide ping damage once a multiplier is online; secondary paths include a transformed The Emperor of Palamecia, Tellah, Great Sage drain, and Triskaidekaphile. The deck plays draw-go control until it chains enough spells in one or two turns to burn the table out.
