Deck overview

Katara, Waterbending Master is a mono-blue engine deck that wants to bank experience counters by casting spells on opponents' turns, then convert them into a giant draw with her attack trigger. The normal game is a cantrip/proliferate control shell: build Katara, flash cheap instants during each opponent's turn, compound counters with Inexorable Tide, Flux Channeler, and Radstorm, and then win in a single combat. The primary finisher is Twenty-Toed Toad, whose attack trigger checks for a 20+ card hand or 20 +1/+1 counters after Katara draws; Psychosis Crawler and Laboratory Maniac/Jace are backup payoffs. Counters and bounce keep the engine alive while the one-of win conditions are found.
