Deck overview

Legolas, Counter of Kills leads a UG voltron deck built around scry triggers. The primary plan is to put Viridian Longbow and Gorgon's Head on Legolas, using deathtouch pings to clear blockers while scry untaps him, then pump him with Verdurous Gearhulk and Myojin of Towering Might. An unblockable hit for 21+ commander damage finishes each player. The secondary route is a scry-matter board using Elrond, Master of Healing, Galadriel of Lothlorien, and Arwen Undomiel to grow a trampling army and win with Full Steam Ahead. There is no true hidden commander; Elrond is the most important lieutenant, but the deck has no other engine that fully replaces Legolas.
