Deck overview

The Valeyard is a voting and villainous-choice value engine. The primary plan is to land the commander, then use council spells and doubled villainous choices to draw cards, make Dalek/Cyberman tokens, and control opponents' options. Secondary paths are a wide artifact-creature beatdown with The Dalek Emperor and Cybermen Squadron, and a drain finish through Missy. Expropriate and Plea for Power provide extra-turn swings. There is no true hidden commander; Davros, Dalek Creator and Missy are the main non-commander payoffs. The deck is built to use The Valeyard's extra vote and doubled villainous choices, not either face of a double-faced card.
