This is an Esper artifact-combo deck helmed by Noctis, Prince of Lucis that turns the graveyard into a second hand. Noctis lets you recast artifacts by paying 3 life (they enter with finality counters), while a dedicated counter-removal package-Solemnity, Hex Parasite, Power Conduit, Soul Diviner, O'aka, Traveling Merchant-strips or prevents those counters so key pieces loop forever.
