Deck overview

This is a Fallout-themed rad-counter / mill / +1/+1-counter value deck helmed by The Wise Mothman. The core loop is elegant: stack rad counters on opponents (forcing them to mill on every draw), mill cards with Ruin Crab, Mesmeric Orb, and Mindcrank, then convert every nonland card milled into +1/+1 counters via the commander's trigger. A dense proliferate package - Inexorable Tide, Agent Frank Horrigan, Recon Craft Theta, Vexing Radgull, Atomize - and counter multipliers like Corpsejack Menace, Branching Evolution, Hardened Scales, and Michelangelo, Weirdness to 11 balloon creatures into lethal threats. Primary wins are combat damage from enormous counter-stacked Mutants (Lily Bowen, Raging Grandma doubling every upkeep) and a secondary mill-out through rad counters amplified by Mindcrank. The deck is a slow, synergistic value engine with no infinite combos.
