His council's dilemma produces five artifact tokens per ETB/combat trigger in a four-player game, which directly fuels Time Sieve for chained extra turns; Academy Manufactor amplifies every vote into Clue, Food, and Treasure, while Deadeye Navigator and Soulherder provide blink redundancy. The default win is Tivit's 6-power flying attacks across those extra turns, with Marionette Master, Torment of Hailfire, or Exsanguinate as alternate finishers. Approach of the Second Sun offers a slow second path. Tivit's ward 3 and a counterspell suite help keep the combo online.
