This is a Dimir monarch-theft midrange deck helmed by Garland, Royal Kidnapper. The plan revolves around weaponizing the monarch: Garland's ETB crowns an opponent, then every time an opponent becomes the monarch you snatch one of their creatures. Stolen bodies get +2/+2 and cannot be sacrificed, turning political monarch swings into a permanent army.
