Deck overview

This is a mono-blue scry/surveil control deck helmed by Matoya, Archon Elder. The core plan leverages Matoya's trigger-drawing a card whenever you scry or surveil-to convert cheap selection and bounce effects into explosive card advantage. The deck layers dense stack interaction, instant-speed bounce, and magecraft/token engines (Archmage Emeritus, Talrand, Sky Summoner, Murmuring Mystic, Hermes, Overseer of Elpis) while converting excess draws into mill via Psychic Corrosion, Jace's Erasure, and The Water Crystal. Primary wins are library-empty kills with Jace, Wielder of Mysteries, opponent mill-outs, or overwhelming flying tokens under Thassa, God of the Sea. Mind Over Matter and Isochron Scepter supply combo finishes, backed by one extra-turn spell (Temporal Trespass). Matoya is the central engine but the 99 still functions as classic blue control.
